Senior Program Operations Director

Rosa De La Torre-Munoz has joined our team as Sr. Operations Director for the EPA Thriving Communities Technical Assistance Center.  Rosa joins us following over 30 years’ experience in higher education including her former roles as Director of the NMSU TRIO program and, most recently, the NMSU Navigator program. In her new role, Rosa will lead this five-state technical assistance center where she will create a multi-state Advisory Board, work with subawards, serve as direct liaison with EPA, and work directly with communities on grant opportunities under the Inflation Reduction Act and other federal funding opportunities.
